The program is called Rocketdocket and allows you to drag and drop icons onto a dock on your desktop. Then when you mouse over the icons they become animated and fly out towards you.. I wrote an article on it at
Get something like Aero Flip 3D for Windows Xp and Vista Basic. There is also a link to download it.. I have tested it and its seems great, however I am not into bells and whistles..
